this Act, take effect July 1, 1996; and                                        
				(2)  except as provided in (1) of this section, secs.                     
1 - 11 and 13 - 32 of this Act take effect January 1, 1997.

Insert the group's name must clearly state that it opposes that             
candidate by using a word such as opposes, opposing, in

Representative Finkelstein moved and asked unanimous consent that              
Amendment No. 2 be adopted.                                                    
                                                                               
Objection was heard and withdrawn.  There being no further objection,
